Saint Paul Police Excessive Force Lawsuit: City Sued Over K9 Attack and Civil Rights Violations

A well-documented personal injury case in Saint Paul involved Frank Baker, who suffered severe injuries during an encounter with St. Paul police officers in June 2016. According to public reporting, officers responded to a call involving a possible disturbance and mistakenly identified Baker as a suspect. During the encounter, a police dog was released and bit Baker repeatedly while an officer kicked him as he lay on the ground. Baker was unarmed and not involved in the reported incident. He sustained extensive injuries to his legs, broken ribs, collapsed lungs, and permanent disfigurement that required hospitalization for approximately two weeks. Baker later filed a federal civil lawsuit against the City of Saint Paul and individual officers, alleging excessive force and violations of civil rights.

Legal Accountability and Public Safety

The case focused on whether the officers’ use of force was reasonable under the circumstances and whether police procedures were properly followed. Evidence reviewed during the litigation included video footage of the incident, witness accounts, and medical records documenting the extent of Baker’s injuries. The case raised concerns about the deployment of police dogs, officer decision-making, and accountability when force is used against individuals who are not suspects. The outcome prompted scrutiny of law enforcement practices and reinforced police departments’ obligation to ensure that force is used only when justified.

Compensation and Recovery

The case was resolved with a $2 million settlement, approved by the Saint Paul City Council, which at the time represented the largest police misconduct settlement in the city’s history. The settlement addressed Baker’s medical treatment, long-term physical injuries, permanent scarring, and the lasting impact on his mobility and quality of life. In similar personal injury cases involving excessive force or police misconduct, possible compensation may include medical expenses, future care needs, pain and suffering, emotional distress, lost income, and damages related to permanent impairment.

Legal Framework in Minnesota

Personal injury cases involving law enforcement and serious physical harm can be legally complex and emotionally challenging. Experienced legal counsel can help injured individuals document their claims, assess video evidence, coordinate with medical experts, and pursue accountability from government entities. An attorney may also seek compensation that reflects both immediate medical concerns and longrange impacts on daily life.
